When a check is lost and you ask the agency to replace it, can they say no? Is there a certain amount of time that goes by where they can say no.. the monies were donations

Dear Bethann,

I can’t think of any reason why they would have to replace it if they did not want to. The original check was a donation and not a payments for goods or a service. Maybe they have now changed their mind or can no longer afford to give.

If they wanted to reissue the check they could charge you for the cost of putting a stop payment on the last one and reissue it.

It seems to me that for whatever reason, they changed their mind.
