Dear Flo,
In South Africa the National Credit Regulator (NCR) is responsible for regulating debt counsellors. You can find a listing of registered debt counsellors through the NCR website, click here.
I would first make sure that any debt counsellor you decide to work with is registered through the NCR. That will go a long way to avoid most scams.
