That is to say, Texas makes the list simply because those who default on unsecured debt in Texas are very hard to collect from--even with a judgment. Nevermind that Texas has one of the lowest unemployment rates in the nation (tied with &quot;least risky&quot; Vermont, better than MN); apparently all those unemployed in CA and MI are going to still be able to pay their credit cards.</description>
