My friend is taking money out from his Ireland account and does not plan to pay it back.

I understand your concerns, however your friend is going to do what he is going to do. Trying to get him to not do something can be very difficult.

Yes, as Ireland and Poland are in the EU he could be chased for the debt.

Ireland's insolvency and debt laws are very old and antiquated making bankruptcy there near impossible.

He may want to look into Poland's insolvency laws and if they will acknowledge debts in Ireland in their form of insolvency.

Lastly, knowingly taking and using credit when you know you cannot repay it can be seen as a crime in some places at worst and at best still not viewed in a good light.

He may wish to consider all this as well.

My best friend has recently returned to Poland from Ireland.  He still has a credit card limit from one of the banks there. It is quite high, from what he said in the area of 15 thousand Euro.  He hit some hard time recently and told me that he is considering withdrawing the money from an ATM bit by bit, until he maxes out the card, and he will not repay the debt.  He thinks that since he no longer lives in Ireland, the bank can't go after him for it.  I think this is a very bad thing to do to start with, but I also worry for him as I think that with the EU etc, the banks do have a way to chase him in his home country.

I tried to explain this to him, that it's a bad thing to do and that he will get caught for it. But he does not beliee me and says I am naive.  Could you please tell me which one of us is right? I hope you will agree with me, and give me some good reasons and explanations of how he can be chased for this even outside of Ireland so that I can show it to him and
 prevent him from doing something stupid.
