Consumer Complaint: While living at the apartment complex owned by XXXX XXXX I had participated in a promotion to receive {$500.00} for having a referral sign a lease and move in. I had a friend move in and when I went to inquire about my referral the manager said she wasnt going to allow it.

I suffer from many disabilities and one of those is the need to have everything very clean all the time. I would clean my patio with water and/or non-toxic green friendly cleaners because it would become dirty from the construction across the street or it would turn white from something that was running from the roof onto my patio. The neighbors below began to have issues with it. Even when I watered my plants outside they would call and complain about it. So I arranged to do these things in the middle of the night when most people were asleep. The manager at the time did not like me because of this. She stated she was not going to ever allow me to get the {$500.00} for the referral because she was going to make me pay for all the trouble I was causing her.

The manager had a man come and look at the patio. He was there for about 5 minutes. Looked around and then went outside and looked around for another 2 minutes. That was the extent of the visit and I never heard anything about it again.

I received a notification from my insurance company, XXXX, that my apartment complex was trying to file a claim with them against me. I had not received any information regarding this claim from the apartment complex. I still never received a bill or a bill to my account online through the apartment complex.

When I inquired again regarding my {$500.00} the manager told me that I was going to have to pay over {$6000.00} for damages. I was never shown a bill and never received one. Shortly after this that manager left and I never heard anything about it again.

When I inquired about my {$500.00} with the new manager she stated that the paperwork could not be found for my referral and I had to re-do it. However, it was past the promotion so there was no guarantee I would receive the money.

XXXX sent an adjuster out, per my request, because they were unable to get in contact with the apartment complex. XXXX stated that damages done to the balcony were not my fault. However, before officially sending out a letter stating this information they attempted to contact the apartment complex, again. After multiple failed attempts at trying to reach the apartment complex to discuss the matter, XXXX sent a letter to the apartment complex and myself stating the damages were not my fault.

After I moved out, I never heard of this matter again. I moved out and received some of my deposit back and they closed my account. I never heard from them again. However, I decided to contact gray star management to receive my {$500.00} referral. I spoke with many people on the phone and was never told about the {$6000.00} bill. They were telling me they couldnt honor the {$500.00} promotion anymore.
I finally went to the gray star building to try and speak with someone regarding this matter and that is when I received contact information of the person to contact.

After exchanging emails with this person she looked into my {$500.00} referral and found the bill. At this time I sent her all the information from XXXX multiple times before she acknowledge them. I was told it didnt matter I would still have to pay it. When I spoke with the manager who did the walk through at my apartment she stated it was one of the cleanest ones she had walked through on a move out and didnt note any damages that would have cost {$6000.00}.

I still have not ever received a bill other than when the woman emailed it to me during the emails mentioned above. This was at least 60 days after I moved out.
