That is an excellent question. Since the VA loan seems to be a government benefit then typically the government could garnish you social security for money owed the government.
In fact the VA does not lend the money and it is not a government loan. There would be no Social Security garnishment simply because of the VA loan default. However, if you ever wanted to use those VA benefits you would need to repay the VA for the loss on the loan they guaranteed for you. The amount varies by loan amount and type. – Source
