I am wondering that would an unpaid phone bill of £1600 would result into a UK police record if not paid over a period of 1 year ? Or its just civil law ?

An unpaid phone bill, or any bill for that matter, is not something the police get involved in and in itself is not a criminal matter, so no worries there.
The only time it might be considered a criminal matter is if fraud or something similar were involved.
