Hi, I left U.K. at the end of 2011 because of serious family problem. I am in debt, three creditors, total 9900 pounds ( loan, credit card and overdrawn account). I have repayment plan, 5 pound to each creditor a month. At the moment to send 3×5 pound to each creditor costs 9pound per month. My income is very low at the moment, my wife has been depresed since december 2010, the fact that I am in debt has a bad impact on my family live.

To my knowledge you cannot do a DRO from an EU country, just as you cannot do a UK bankruptcy from a EU country.
You can also inquire with a competent authority as well, and this link will help.
Your creditors can and may chase you for payment outside the UK, but I cannot say for sure as it would be up to them. Depending on the balances and types of debt, they may not bother.
You can arrange a debt management plan to repay the debts from outside the UK, even if it is just a token payment arrangement.
