It does not exist, it’s a deceptive advertisement, it’s bogus, it’s a scam. There is no bill signed by President Obama to help with credit card debt.
It is understandable how you could have been confused with all the fake advertisements floating around trying to trick you. I’ve written about several of these deceptive marketing campaigns. You can read more about them here.
If you are looking for a government sanctioned program to eliminate your debt, it’s called bankruptcy.
