Can a college still withhold your transcript if the debt has been passed on to a debt collector?

Answer:

Dear Cat,

If the debt is still owed I don’t see why not. The transcript is held as collateral until the debt is satisfied.

One way to release the transcript is to file bankruptcy. It might be a big solution for a relatively small debt.
